Hey Arl and Foggy,
I already thought you two were friends :D. You two are so alike in some ways. Arl, I'm glad you are with Foggy, and that you care.
No matter what, know that the situation, even if it does "blow over", is not okay. The boy in the grade above is bullying Foggy, and that isn't "okay". In fact, that entire group of people who follow him are also perpetrators. I'm sure Foggy definitely would not feel okay after being individually picked on like that.
Don't treat it like it will be over. Tell a trusted adult. In fact, since the situation has gotten this serious, tell multiple adults. Counselors, deans, principals, parents, teachers, et cetera. Tell them what is going on, what happened to make the situation progress, and as specifically as you can.
Don't let the perpetrator(s) think it's fine to pick on Foggy like that. Being a upstander, rather than just a "bystander", can be hard, especially when making important decisions like this. But one thing is for sure: Tell someone, and don't keep it inside yourself.
Tell Foggy I said hi! I hope he gets better :D. Let him know that no matter what, this situation isn't his fault. He should tell trusted adults about it, and this situation will get better. He has great friends who will help him through anything, and I am glad about that. If anything else comes up, always feel free to ask me; I will try the best to help with whatever I can :D.
